Corroding reinforcement expands to several times its own volume and cracks concrete from the inside. Tiling over that hides the problem for a season and then the tile starts moving with it.
So the old surface came off, the affected steel was exposed and treated, and the section was re-rendered and waterproofed before any tile was set.
